Summary Analysis:The culverts were installed in approximately 1964. The bed of the river has not degraded since that time. The l998 longitudinal photos show the main channel of the Mad River flowing through the culverts at low flow.
Discussion:
The PEIR makes no mention of the culverts at the Redwood Empire Aggregate facility in its analysis. These were put in as early as 1958 and the thalweg of the river continues to flow through them, indicating, even by Andre Lehre (this year [during the pre season reviews Andre stated that if the low flow channel still flowed through these culverts and there was no significant degradation in the adjacent portions of the channel the riverbed would not have degraded since the culverts were first put into use]) that no degradation has occurred at this location since the late 1950s.
